Signatures To Call A Special Town Meeting

We will be collecting the necessary 200 signatures from interested registered votes in the town of Millbury to call a special town meeting to:

Enact a temporary (15± months) building moratorium on multi-family dwelling units (3 or more) in Millbury to establish thoughtful criteria for consideration and approval of multi-family dwelling units within neighborhood contexts and within downtown Millbury. In order for the Town to undertake comprehensive planning to formulate and adopt such criteria under zoning, the Town intends to adopt a temporary moratorium on the consideration and approval of multi-family proposals under the Zoning Bylaws.

Our neighbors will be collecting signatures and answering questions outside the following locations:

Multi-families are the rising trend in Millbury and these types of projects need to be regulated to ensure responsible development are safe for the public (public safety), are properly sited (not on minor and inadequate roads), are environmentally sensitive, and are in harmony with the surrounding uses and properties, including, but not limited to: context, massing, and scale.

Each time I go through the Millbury Zoning Bylaws in detail, I find it lacking in clarity. In particular, it would be good for the Bylaws to have more detailed special permit and site plan criteria and required findings. That would make an exercise such as this much easier.

Just to be clear, we are not against responsible development. We simply want to create a level playing field, have clear and concise regulations for all stakeholders without numerous waivers, and to give the Millbury Planning Board the proper "tools" to assess these types of projects, which they are lacking. There are no specific multi-family regulations in the town of Millbury.
