Chapter 40B Public Hearing Protocol
This blog post serves as a valuable tool for everyone involved in the public hearings for the proposed Chapter 40B Rice Pond Village project. It's designed to support the Millbury Board of Appeals, as well as stakeholders including neighboring residents, abutters, applicants, and presenters. Rather than critique, its aim is to offer guidance. Through the cultivation of a well-structured agenda and clear communication, its goal is to improve the outcomes of meetings or public hearings, ensuring that everyone feels their time is respected, valued, and notably, fostering an atmosphere of inclusivity and collaboration.
Chapter 40B Meeting With State Officials
On Friday, December 1, 2023, a meeting took place where Steve Stearns spoke on behalf of the residents of Millbury, and Daniel Largesse represented the people of Auburn, Senator Michael Moore, Representative Paul Frost, a delegate from Governor Healey’s office, and multiple officials from the Executive Office of Housing and Livable Communities (EOHLC). The primary aim was to tackle concerns related to Chapter 40B, shedding light on certain developers’ misuse, while addressing widespread misconceptions among local officials and residents, frequently misrepresented as factual despite their inaccuracies.
Adaptive Reuse Overlay and Bramanville Village Districts
We have been informed that a discussion of the Adaptive Reuse Overlay District and the Bramanville Village District zoning bylaws will be added to the published agenda for the Millbury Planning Board on Monday, February 27, 2023 at 7:15 PM.
Authorization For Rice Pond Village Application
On the Millbury Board of Selectmen’s agenda for Tuesday, February 28, 2023, at 6:00 PM, is an agenda items for the Board to authorize Mary Krumsiek, Chairperson of the Millbury Board of Selectmen, to execute an application for the proposed Chapter 40B Local Initiative Program (LIP) project. In order for the developers to proceed, the chief executive must execute the LIP application for the developers, Steven F. Venincasa and James Venincasa, under the limited liability corporation named Rice Pond Village, LLC to submit their application to the Massachusetts Department of Housing and Community Development (DHCD).
Neighborhood Meeting
On Monday, November 14, 2022, our neighborhood had a private neighborhood meeting to discuss the proposed Chapter 40B LIP project slated for the site at 17 Rice Road in Millbury, Massachusetts. While we will not be publicly disclose details of the private neighborhood meeting, what we will share is that it was well attended by the majority of neighbors who actively participated and shared their thoughts and ideas on how we proceed forward together.
Chapter 40B LIP Authorization — Part 2
On Tuesday, October 25, 2022, the Millbury Board of Selectmen included on their agenda to authorize the Chairperson, Mary Krumsiek, on behalf of the Town of Millbury, to execute a Chapter 40B LIP agreement between the Town and SJV Investments (Steven Venincasa and James Venincasa) to begin the Chapter 40B LIP process.
