Chapter 40B Public Hearing - March 13, 2024

Please mark your calendar for Wednesday, March 13, 2024, starting at 7:00 PM, as the Millbury Board of Appeals will be holding another public hearing in a sequence regarding the proposed Rice Pond Village project under Chapter 40B, planned to be located at 17 Rice Road in Millbury, Massachusetts. The venue for this event will be at the Millbury Senior Center, situated at 1 River Street in Millbury, Massachusetts. Attending in person is encouraged for maximum participation. However, if you're unable to attend physically, you can join via Zoom using Meeting ID 865 9411 3817 or watch it on either Verizon FIOS channel 26 or (Charter) Spectrum channel 191, or afterwards on Millbury Video-On-Demand.

There has been no public hearing for a month and a half, with over half of the designated timeframe for public hearings passing without substantial public input. The delay in the timeline is attributed to Steven Venincasa, James Venincasa, and their project team being unprepared, failing to submit necessary documents alongside their application, a pattern typical of their approach. Consequently, the Millbury Board of Appeals, town employees, peer reviewers, and the public have been deprived of the necessary time to review the new and updated documents.

Public hearings serve several important purposes:

  1. Transparency: They provide a platform for the public to be informed about and engage with government decisions, policies, and actions.

  2. Public Participation: They allow individuals and communities to voice their opinions, concerns, and suggestions directly to decision-makers.

  3. Accountability: Public hearings hold decision-makers accountable to the public by ensuring that their decisions are made openly and with consideration for public input.

  4. Education: They can educate both decision-makers and the public about complex issues, helping to foster understanding and informed decision-making.

  5. Democratic Process: Public hearings are a fundamental aspect of democratic governance, promoting citizen involvement and representation in the decision-making process.

Despite limited opportunities for public input, Steven Venincasa, James Venincasa, and their project team have had ample time to present project information. The majority of residents feel that the time allocations in the public hearings thus far have favored the developers. No specific time has been set aside to tackle the design issues and public safety concerns worsened by the developers' plans. It's crucial to adequately address these deficiencies by promptly conveying them and implementing effective solutions to the actual problems. The developers and their team have largely disregarded and sought to minimize valid public concerns.

Active participation from residents in these public hearings is vital, regardless of whether individuals intend to speak. Attending in person is crucial as it demonstrates a tangible presence and commitment to the community's concerns. In-person participation holds greater weight as it allows for direct engagement with decision-makers and fosters a stronger sense of community solidarity. Remote participation, while convenient, lacks the same impact due to its limited visibility and potential for disconnection from the proceedings. Therefore, residents are encouraged to make the effort to attend in person to ensure their voices are heard effectively and to maximize the influence of their input.

With time running out, without a mutual extension of the public hearing timetable, the process is set to conclude in May. Thus, it's crucial to prioritize these public hearings to significantly influence the outcome of the misguided proposed Chapter 40B Rice Pond Village project.

The published agenda lacks sub-items, but there are several documents available from the developers, residents, and peer reviewers. All documentation, including project details, alongside vital state regulations, design guidelines, and additional resources, can be accessed on the Resources page.
