The Subsidized Housing Inventory (SHI) is used to measure a community's stock of low- or moderate-income housing for the purposes of M.G.L. Chapter 40B, the Comprehensive Permit Law. While housing developed under Chapter 40B is eligible for inclusion on the inventory, many other types of housing also qualify to count toward a community's affordable housing stock.

No Appeal Of Project Denial

The deadline to file an appeal of the denial of the multifamily special permit and site plan review for the proposed Rice Pond Village project, which was proposed to have 46-residential units on the 15.4822± acres of land, passed on Tuesday, March 8, 2022. The Millbury Planning Board's denial decision was a sound and defensible one based upon the facts presented, most importantly public safety.

Multi-Family Moratorium Petition Submitted

The general purpose is to simply press pause while the Town of Millbury upgrades all of its regulatory requirements to properly address responsible and harmonious development of multi-family dwellings, such as the Millbury Zoning Bylaws and Subdivision Rules and Regulations with a focus on three-family, apartments, and condominiums to have more detailed special permit and site plan criteria and required findings. Town Counsel noted that our regulations are lacking in clarity.
