Cooling Off Period
On February 14, 2022, the Millbury Planning Board denied the a multifamily special permit and site plan review application for the proposed Rice Pond Village project, under 760 CMR 56.03(7), there is a "cooling off period" between the denial of a special permit and the application process of any Chapter 40B - Comprehensive Permit to begin.
Chapter 40B Meeting Scheduled
The Millbury Town Manager, Sean Hendricks, disclosed to the Millbury Board of Selectmen at their Tuesday, January 25, 2022 meeting, that developer, Steven F. Venincasa, and his legal counsel, will be meeting with town officials on Monday, January 31, 2022, to discuss a Chapter 40B affordable housing development. No further information was provided.
Guidelines For Comprehensive Permit Projects
The Massachusetts Housing and Community Development (DHCD) has guidelines for MGL Chapter 40B Comprehensive Permit Projects, also known as affordable housing. There are two important sections that were pulled from the document that relate to the requirements that must be met, which includes, but are not limited to: local bylaws, zoning, and subdivision control laws.
