Project Reviewed By Independent Engineer

Stantec Consulting Services Inc., an independent engineer retained by the Town of Millbury’s Planning Board reviewed the latest iteration of site plans for the proposed Rice Pond Village project and submitted their findings in a 10-page review, dated October 16, 2021.

Stantec Consulting Services Inc. professionally evaluated the project documents and plans submitted by the developer, Steven F. Venincasa, doing business as Whitney Street Home Builders, LLC, and his project engineer, James Tetreault of Azimuth Land Design, LLC, for the proposed Rice Pond Village project for compliance with the Town of Millbury’s Zoning Bylaws and Subdivision Control Requirements as well as compliance with various Commonwealth of Massachusetts regulations and standards. There are a number of local project requirements, that the developer, Steven F. Venincasa and his project engineer, James Tetreault has chosen to simply disregard without, in our opinion, justifiable reasons. The developer, Steven F. Venincasa, doing business as Whitney Street Home Builders, LLC, and his project engineer, James Tetreault of Azimuth Land Design, LLC are requesting waivers for some of the requirements of note which, in our opinion, demonstrates a lack of respect for the Town of Millbury, its citizens who enacted the Zoning Bylaws and Subdivision Control Requirements, the Millbury Planning Board, and the Millbury Conservation Commission.
